Job Description

Under the authority of the Assistant Director-General of the Bureau of Strategic Planning (BSP) and as part of a small dedicated team, the incumbent will provide programmatic and technical support and backstopping to BSP, other UNESCO Headquarters units, and UNESCO Field offices, concerning all aspects of UN reform aimed at increased system-wide coherence and their implications for UNESCO .. Within this context, he/she will contribute to UNESCO’s programmatic engagement in UN inter-agency processes, such as Delivering as One and common country programming, as well as for the post-2015 development agenda, with the aim of maintaining UNESCO as a credible, influential and proactive actor in the UN system at the global, regional, and country levels.

Participate in, and as appropriate represent UNESCO and its strategic positions, at UN system inter-agency coordination mechanisms, in particular subsidiary groups of the Chief Executives Board (CEB) and its pillars HLCP, HLCM, and especially UNDG.

Liaise with, and provide specialized advice, training, and backstopping support where appropriate, to UNESCO Headquarters and Field Office colleagues, through the management of support funds (“2%”) for common country programming.

Provide technical backstopping and support to Field Offices on UNESCO’s contributions to common country programming processes with UN Country Teams- and Regional UNDGs, and the preparation and drafting of UNESCO Country Programme Documents (UCPDs) which formulates the Organization’s contribution to a country’s national development plan and UNDAF (or equivalent) documents.
Contribute to the effective communication of UNESCO’s programmatic and thematic input to UN system-wide processes, including to governing bodies, and the drafting of position papers on issues of strategic importance, including QCPR and ‘fitness for purpose’ discussions.

  • Advanced university degree (Masters-level or equivalent) in one or more of the following programmatic domains of UNESCO (education, natural sciences, social and human sciences, culture, communication and information).

Work Experience

  • A minimum of 4 years of practical experience of work in a multilateral organisation with experience in UN inter-agency coordination mechanisms (including UNDG and subsidiary bodies).
  • Practical experience in the design, organization and conduct on training and briefing sessions on UN reform; .
  • Knowledge of the UN system-wide management and accountability structures, including the Resident Coordinator system
  • Involvement in UN system-wide coordination processes on strategic issues as well as preparations for the post-2015 development agenda


  • Excellent written and oral communication skills with proven ability to draft clearly and concisely analytical policy/strategy papers.
  • In-depth knowledge of UNESCO’s functioning, including its programming cycle, medium-term strategy, country-level needs and governance structures.
  • Very good knowledge of the UN system landscape and of its mechanisms, working methods, and CCA/UNDAFs as well as UN reform processes, with an emphasis on the UN Development Group (UNDG).


  • Excellent knowledge and drafting skills in English or French with good knowledge (written and spoken) of the second working language.


Work Experience

  • A minimum of 4 years of work experience in a multilateral organisation, including hands-on participation in inter-agency groups at global and regional levels.
  • Ability to prepare synthetic and analytical policy/strategy papers

Salary : 74, 500 Euros
